The goal of Domestic Violence (DV) Rapid Rehousing (RRH) is to immediately house victims of DV and to keep them housed through financial assistance and intensive case management. Clients are referred by CHILD, Inc.’s domestic violence shelters and dv service providers. Rental assistance, necessary housing supplies, and staffing for the RRH program come from the U.S. Department of Housing and Urban Development (HUD) and local support. This intervention is called the Housing First model. The model is unique because it doesn’t require participants to have met goals such as being sober or securing employment as a prerequisite to becoming housed. CHILD, Inc.’s RRH program was ranked number one on the state’s 2023 and 2024 funding prioritization list. This means that Delaware’s Continuum of Care chooses to fund CHILD, Inc.’s RRH project before all others.
The Rapid Rehousing program staff work tirelessly with our clients to provide case management, find housing, assist with budgeting, identifying resources, and, if necessary, transfer the life skills needed to be good tenants. It’s our privilege to help our clients to begin successful lives anew.

We are looking for landlords
- Are you a landlord or property manager in New Castle County?
- Do you have apartments or houses available within the fair market rent for the area?
- Are you interested in helping women and children begin a new life after domestic violence?
Benefits
Eliminate advertising expenses – CHILD, Inc. offers you access to clients who are ready to rent. Call us when you have vacancies, and we’ll quickly match you with a tenant or tenant family.
Security deposits – Our clients may be able to afford the monthly rent; however, they may not have the security deposit and first month’s rent saved up. We’re here to help make that happen.
Rental subsidies –The rental subsidy we assist with averages three to six months, depending on the client’s financial circumstances.
Educated renters – We help our clients, your tenants, with personal budgeting, understanding their rental agreements, and learning basic tenant skills as part of our training program.
Regular home visits – While clients are working with CHILD, Inc., a Case Manager meets with them a minimum of once per month to be sure they are getting the support they need. This proactively helps identify and prevent issues.
The support of a Case Manager – You and the tenant have the support of a Case Manager. We encourage initial communication with each other. If help is needed in creating better understanding, the Case Manager can be called on to serve as a neutral party. We care about the success of each landlord/tenant relationship and want success for everyone involved. In fact, we hope to work together in future relationships.
CHILD, Inc.’s Financial Responsibility – If we agree to pay for a security deposit, utility deposit, or subsidize a monthly rental fee you can count on our support.
